Penang to be under NRP Phase 2 on 7 July, What businesses can reopen and New SOP

Ministry of Defence, Datuk Seri Ismail Yaakob said that the Malaysian government has agreed to move into phase 2 of the National Recovery Plan on July 7th 2021. This is because Penang has achieved all 3 requirements to move onto the next phase. Penang has recorded an average number of daily cases at 9.5 cases out of 100,000 people for seven consecutive days, which is below the threshold value of 12.2 cases out of 100,000. Furthermore, the ICU bed capacity and the ‘Capacity to Respond’ is at moderate levels and over 10% of the population in Penang has received their second dose of the vaccination. 

Changes for NRP Phase 2 (SOP)

 

Additional Businesses That Can Open:

  • Manufacturing
  • Automotive 
  • Furniture
  • Ceramics
  • Rubber
  • Iron and steel
  • Cement

Outlets That Are Allowed to Reopen:

  • Hair salons and Barber Shops (basic barber services only)
  • Carwash
  • Electrical goods
  • Book and stationery stores
  • Computers and telecommunications

Outlets That Can Remain Open:

  • Shopping malls will be closed with the exception of essential outlets
  • Pasar raya & hypermarket are allowed but only for essentials
  • Mini mart, convenience stores, departmental stores, pharmacies are allowed to open
  • All food outlets including roadside stalls are only for takeaway 
  • Dobi including self service dobi’s 
  • Animal care industries including food for pets are allowed to remain open
  • Optical shops
  • Hardware shops 
  • Car workshops

Other businesses:

  • Gas station (6am-8pm), Stations near highways are 24 hours
  • Childcare services (Tadika and Taska) are only allowed for both working parents who are frontliners

Markets (7am-11am) (limited to food items only):

  • Farmer’s market
  • Morning markets
  • Weekly, Night and Guest Markets are strictly prohibited

Government Offices:

  • Counter services will be open 
  • Office capacity cannot not exceed 40% and the remainder must take turns to work from home (not including frontliners, security, defence and law enforcement)
  • Workers will need a worker pass and official orders in order to go back to the office.

Other Activities:

  • Cross-district or Interstate travel is still not allowed (School teachers and students travelling for examinations and cross-state travelling for long distance couples for emergencies are allowed with PDRM approval)
  • Maximum of three (3) people – including patients – are allowed out for medical emergencies
  • Citizens crossing district lines for vaccination appointments will only need to show their appointment on MySejahtera App, website or SMS.
  • Social activities are still not allowed
  • Citizens can only go out for essentials such as food or medication
  • Jogging and self exercise only with social distancing before 8pm
  • Only 2 people are allowed to go out for essentials (not allowed to travel more than 10km)
  • Closed-door Malaysian Football League matches using the Sports Bubble model are allowed.
  • Legislation, the judiciary, lawyers, and commissioners of oaths are allowed to operate.

Conditions for Phase 3 of National Recovery Plan (NRP)

  • Number of daily cases below 2,000
  • 40% of the population vaccinated
  • Healthcare system achieves a manageable level
